TO END THE WAR IN GAZA: "Invoke Chapter 7 to Establish a UN Protectorate in Gaza and the West Bank."

"More than a year has passed since the brutal attack by Hamas and the horrific loss of innocent lives in Gaza, but the war continues. Despite all of your efforts and the efforts of your administration, negotiations to end the war have stalled.
"The reason is clear. The leadership of Hamas and the leadership of the current Israeli government have stymied negotiations, because both see their political power as based on endless terror and war.
Netanyahu's recent actions have expanded the war to Lebanon and threatens to provoke war with Iran. The clear trajectory of Netanyahu's action leads to a regional war. It is time for the U.S. to propose and support a UN Security Council resolution to invoke Chapter 7 of the UN Charter and establish a UN protectorate in Gaza and the West Bank.
This action will move the center of the dialog to the UN Security Council and outside of control by either Netanyahu or the leaders of Hamas. This resolution must include a directive for an immediate cessation of all hostilities and the appointment of a UN envoy to oversee the release of hostages and political prisoners, the withdrawal of Israeli forces, a massive humanitarian effort, and the establishment of a civilian Palestinian government.
A real civilian government, in which Hamas has no role, will serve Palestinians and give them a reason to live other than the destruction of Israel. You could also make it clear to the Israeli government that any attack or disruption of UN personnel, including peacekeepers, will result in an immediate end to all weapons shipments.
The purpose of Chapter 7 is to keep conflicts from expanding into wider wars. Implementing Chapter 7 will require courage and patience, but that effort must begin now to ease the suffering of the Palestinian and Israel people. You have stated that this war must end now. By championing a Chapter 7 protectorate, you will be taking the decisive action needed to open a path to peace.
